The story takes place in Sardinia, where Michel, a simple shepherd, is suspected of being an accomplice by the police for covering up some robbers. The police kept harassing him and arresting him. So Michel was forced to drive his sheep over the mountains to hide and escape. He was so cornered by the police that he finally became a real robber.
