Dr. Caglives, a rocket engineer, blew up a rocket during the test, thus losing government funding. Together with his friends General Thayer and General Jim Barnes, they raised money from an American entrepreneur to build rockets in the desert using atomic engines to reach the moon. However, the public is clearly opposed to the project because it is highly likely to have a nuclear leak, leading them to decide to launch the spacecraft directly without testing.
