A strong typhoon made landfall in Japan. After the wind and rain, Nobita met a naughty little guy. Through the testing of the future machine, it was found that this was a small typhoon with wisdom. Nobita gave it a lovely name-Xiaofeng. In order to let Xiaofeng play freely, Nobita, Doraemon and Jingxiang came to a magical land with Xiaofeng. Here they met Tianji and Xiaochun, who walked by the wind, and learned that they had come to the tribe of the wind, and their friends quickly became friends with the people here. But the peace of the tribe of the wind is being threatened by evil. The evil Lan people opened the seal of the patriarch Wulanda, and his soul was attached to the husband and led his people in an attempt to rule the whole world.
