The law stipulates that new children must be vaccinated, and an average of one out of every 1,000 vaccines will contain nanocapsules, which will cause heart disease and death at the age of 18 or 24. The Ministry of Health and Health is responsible for the distribution of vaccines, the tracking of injectors and the delivery of death notices (death papers). All the deceased will receive their death notices 24 hours in advance. Fujimoto (Xiangtai Matsuda), who has just reached the age of 25, has entered the government agency of the National Propagation Law, where there is a repressive atmosphere and even the whole society, and anyone who questions the National Propagation Law will be punished for ideological decadence. Fujimoto is in a contradictory mood, successively visited Tanabe Wing (Yong Tai Kanai), who is determined to become a popular singer and abandons his friends and ideals, Naoki Sasawa (Sano and true), who lives in the shadow of a powerful mother, and Satoshi Yamada, who lost his parents in a car accident and is willing to donate his cornea to cure his sister's eyes. In close contact with these people, Fujimoto is becoming more and more unable.
