Sheriff Faith, who is in charge of the riot brigade (Claude Brasseur), and Sheriff Balestra, who is in charge of the homeland defense brigade (Claude Rish), join hands to arrest the number one public enemy, Sarah (Gerard de Salter). In order to prove the superiority of their respective police teams, the two men competed viciously and adopted different ideas to carry out specific arrests, so that the criminals escaped because of their differences.
