The Special Committee for the International year of Earth observation was established with the United States and the Soviet Union as the center. Japan is the only participating country in Asia, but it is despised by Europe and the United States, and is assigned to a region that is "close to the impossible". In order to prove their abilities to the world, the Antarctic wintering team embarked on their journey with 19 dogs. At first, the plan was not supported by the government and enterprises, but it caused extensive discussion among children and students, one after another took out their own pocket money to support the plan.
