Darren Barrenman (Chris Pine), an unlucky man with dreams and aspirations to become a philosopher, is busy managing swimming pools in Los Angeles 'Tahiti Totem apartment complex and attending City Council meetings without invitation with his two neighbors Jack and Diane(starring DeVito and Benin). Then, Barrenman discovered that Los Angeles was facing the largest water robbery since "Chinatown". To this end, he entered into an unstable partnership with a lively snake and scorpion beauty, and dealt with corrupt city officials, disheartened Hollywood annoying people and mysterious donors to pursue every clue at hand-in the name of "protecting my precious Los Angeles."
