In order to deal with the increasingly complex terrorist operations, the Japanese police have set up a "third S", the Police Agency Special Emergency search Unit (NPS), which is independent of the Special Emergency Force (SIT) and the Special search Squad (SAT). NPS takes the arrest of suspects as a foothold to quell the riots while maximizing the safety of suspects. Because of this strange characteristic, NPS has had a lot of disagreements with SIT and other fraternal forces since its inception. Of course, in the course of previous operations, the warm-blooded policeman Shinyuki No. 1 (Moriki Makai) and the top sniper transferred from SIT, Su I Yizi (Ayano Tsuyoshi), cultivated a different kind of friendship.
