The hero Ned Chipley is born with mental limitations due to an accident. After a failed fourth attempt to join the Navy, he teamed up with Tally Petersen, a runaway girl, to spy on a group of young people who mistakenly thought they were terrorists and unfortunately had something to do with Homeland Security.
