As usual, a large-scale power outage occurred in the rising sun in metropolitan Tokyo, followed by a massive explosion in the majestic Metropolitan Hall. No one would have thought that all this was done by two high school students. The author, Jiuxin (voiced by Ishikawa) and Donger (voiced by Saito), met as a result of some mysterious plan in his childhood and experienced the most unforgettable memories of his life. The two men who transferred to Tokyo not long ago posted a notice of a terrorist attack through the Internet, unscrupulously challenging the authority of the police, while their classmate Risha Mishima (voiced by Dunmei Yosaki), who inadvertently appeared in the Metropolitan Hall, was driven by fate to become their accomplice. On the other hand, the police hall, which was left out in the cold because of political cases, searched a lesson in the outstanding criminal police officer Kenjiro Shibataki (voiced by Junsuke Takano) who was the first to detect the connection between the warning video and the explosion. He was recalled by his boss, Kurahashi (voiced by Shizuka Hideki), to search a lesson. The police soon learned the astonishing news that the robbery of Aomori nuclear materials six months ago was probably related to these two mysterious terrorists, and Tokyo was in danger.
