Four years ago, a riot took place in the infamous Lasio prison, which caused widespread debate in the society of Rio de Janeiro and changed the lives of many people to varying degrees. Lieutenant Colonel Robert Nasiberto (Wagner Moura), who directly leads the Elite Force (BOPE), has been promoted to Deputy Secretary-General of the Security Agency with more room for manoeuvre, while his love has kicked Andrew Matthias (Andr é Ramiro) out of the BOPE force as a scapegoat by politicians. Of course, Nasiberto also suffered from political, comrade-in-arms and family pressure, he turned a voice of anger into work, not only expanded and strengthened the strength of BOPE, but also cleansed the evil forces of drug traffickers in the slums through iron-handed crackdowns. The drug traffickers disappeared, but the dark haze did not go away. Corrupt police forces led by Roca (Sandro Rocha) and others enter the slums. They bully the city and collude with officials and bandits, becoming another stubborn disease in Rio de Janeiro.
