In 1945, Romania was finally liberated, but the domestic situation was not optimistic. Foreign reactionary forces colluded with the domestic rogue leader, the Semaka brothers, to carry out sabotage and separatist activities at home in an attempt to overthrow the newly established people's government. They attacked the procession of workers and shot the innocent Miklovan. The local sheriff Roman (Marga Barbu Marga Barbu) has long been watching the Semaka brothers, but they are still at large due to lack of evidence. One day, one of the Semaka brothers, Jean Semaka's employees reported to Roman that there were a large number of illegal guns in Jean Semaka's estate. Roman led a team to seize dirty guns and captured Jean Semaka. However, in order to catch all the criminal syndicates, Roman decided to go fishing for a long time.
