Police officer Hei Yanlong (also acted the role of du Zhe) was ordered to return to a police station in Kansai to investigate the case of violent confrontation between the Shancheng group and the Xicheng group. When Hei Yan arrested a gang leader four years ago, he was shot and punished without authorization, so the police had some concerns about him and suppressed him secretly. As soon as he came out, Hei Yan impressed the leader of the second generation of the Xitian formation, Suga Zhengming (Takuoka Takuoka), and thus got to know the beautiful acting cadre Matsuyong Qizi (Yuya Yizi). In the later struggle, Hei Yan gradually stood on the side of the Xitian formation, and his feelings with Qizi deepened day by day. But on the other hand, the Shancheng group has a lot to do with senior police officers. Senior officials obstructed Hei Yan's investigation on the one hand and forced the Xitian formation to be disbanded on the other. The Nishida group, which feels unfair, will cooperate with the Kyushu Federation and launch a large-scale struggle with the Shancheng group. Black Rock is in a dilemma.
