The plot describes the righteous journalist Jack Burton to interview Willie Stark, who is running for county cashier director in Kenoma County. Stark is an enterprising and loving man, but he fails. Later, he became governor after running for office twice. However, Stark, who became governor, began to abuse his power, causing Congress to impeach him, while the lawless Stark launched a mass demonstration and won. At a time when democracy, freedom and the law could no longer be subdued, the son of his framed opponent ended his life with violence and shot him outside parliament.
