This film tells the story of the outbreak of civil war in the United States in the early 21st century and the overthrow of democracy by autocratic regimes. All the righteous rose up against the riots, beacons rose all over the country, and military control was carried out more closely in various localities. The only free city steel port, the city is a mixture of dragons and snakes. Fire Phoenix runs a bar here, working part-time to catch fast and fight side by side with a group of rioters. Aisu, a freedom fighter, once had a relationship with the Fire Phoenix, helping the female scientist Dr. Dai escape from Washington and escape with her to the Steel Harbor, where they had a subtle relationship when they had no choice but to turn to the Fire Phoenix.
