Chico Caesar is a former city worker. He was fired for trying to send water to a poor area. The area is short of water because of long-term management neglect. In order to make ends meet and to change the status quo, Chico joined his childhood partner Joel's campaign to help him campaign in small towns long monopolized by the two camps. But he soon found that it was not easy to change the rules of the game in a corrupt environment.
