Istanbul is controlled by political violence. Hamza, a senior political official, released Kadir from prison on condition that Kadir work in the garbage collector's new intelligence unit. Kadir agreed and began to collect garbage from the slums and check to see if it contained bomb-making materials. But Kadir found his brother Ahmet among them. Ahmet worked in the municipality and was in charge of an operation to clean up the homeless.
