Kanji Watanabe, head of the Citizen Section of the municipal government (acted the role of Joe Shimura), is a model civil servant who has been full-time for nearly 30 years, but he and his colleagues are too busy every day and do not know what they are doing. A group of women joined forces with the city government to apply to fill up the smelly pool near the community and build a small park on it. The receptionist of the Civic Section told them to reflect the problem to the civil engineering class, and the park class pushed them to the construction department.
