In order to combat the increasingly serious crime, the mainland police, at the request of the Hong Kong Government, dispatched three police officers to the east (played by Xu Jinjiang), Jingsheng (Lin Guobin) and Guo Xuejun to land on Hong Kong Island as illegal immigrants.
