In New York at the end of the 18th century, the police continued to use the old way of handling cases and extorted confessions from criminals by torture. The young policeman, Icab Crane (Johnny Depp), believed in the scientific way of handling cases, so he was excluded by his counterparts in the city. He was sent to a small town called Sleepy Valley to handle a serial homicide. The legend of the "Headless Horseman" has always been spread in Sleepy Hollow. It is said that he is a bloodthirsty mercenary in the Black Forest. After his head was cut off by the enemy, his lonely soul has been wandering in Sleepy Valley, on a dark and windy night. He will ride a fast horse and hold a big axe to cut off the heads of pedestrians passing by here. Within two months, three people in the town had been killed. Crane lives in the home of local tycoon Van Tasso (Michael Gamborn). He disagrees with the legend of the Headless Horseman, but people die one after another. He also watched the Headless Horseman cut off the head of the town sheriff. He had to believe in the legend and was determined to find out the truth. After some investigation, Crane puts the doubt on Van Tasso, at the same time, the budding love between him and Van Tasso's daughter Katrina (Christina Ritchie) is also cruel.
