London in the early 19th century was a haven for refugees, criminals and schemers. Wilroke made a living by collecting all kinds of intelligence for the tsarist Russian government, but at the same time he also provided intelligence to the Commissioner of London Police. Wilrock was an out-and-out double agent. When the new tsarist ambassador asked him to prove his previous worth, or he would lose his job, Willow had to make a bomb at the ambassador's request.
