The raging hurricane is closing in on the interior of Scotland. The chief designer of Thames Sluice, Rob (Robert Carlisle Robert Carlyle) and his ex-wife Sammy (Jessaline Gilsig Jessalyn Gilsig), the sluice engineering director, are called back to the gate for a security check, while Rob's estranged father, Professor Leonard (Tom Courtney Tom Courtenay), calculates and predicts that if the flood strikes, the Thames sluice will be routed. He promptly reported the situation to Ms. Nash of the crisis Control Center. However, his warning went unheeded, experts at the crisis control center could not accurately judge the situation, and the non-committal Deputy Prime Minister promised that the flood would not reach downtown London. The peak of the flood reached London three hours later, the waves leapt over the floodgates, and hundreds of millions of tons of floodwaters rushed into central London. Millions of Londoners are at stake. Robert, Sammy and Leonard only have a few hours to save the city.
